Located in the vibrant heart of Dakar, the HLM Mall is a landmark G+2 commercial complex that redefines the urban retail experience in Senegal. More than just a shopping destination, the project was conceived as a macro-scale urban anchor. Alongside the 3-story mall, MOST MONTI STUDIO master-planned the adjacent civic zone, fully integrating the local Mairie (Town Hall), État Civil, Police Station, and Cultural Center into a cohesive, accessible, and modernized public realm.
